Loft insulation is one of the easiest energy upgrades you can make to your home. It takes a couple of hours, causes almost no disruption — whether you're in Birmingham or the Scottish Highlands — and an uninsulated home loses around 25% of its heat through the roof. If you're on a low income or receive certain benefits, you can get it done completely free.

ECO4 — Free Loft Insulation (Ends December 2026)

ECO4 is the main route for free loft insulation in the UK. It's funded by energy suppliers and covers homes in England, Scotland, and Wales.

Who qualifies

  • You receive a qualifying benefit — Universal Credit, Pension Credit, Income Support, Income-based JSA or ESA, Child Tax Credit (income under £18,500), or Housing Benefit
  • Or your council refers you under ECO4 LA Flex — typically household income below £31,000, or a health condition worsened by cold housing
  • Your home has an EPC rating of D, E, F, or G
  • Your current loft insulation is below the recommended 270mm

Warm Homes: Local Grant — Free Loft Insulation

The Warm Homes: Local Grant can also fund loft insulation at no cost. It's delivered through your local council in England — councils like Hull (which secured £3.4M in funding) are actively delivering installations.

Who qualifies

  • Household income of £36,000 or less — or you live in an eligible postcode area, or someone receives qualifying benefits
  • EPC rating of D, E, F, or G
  • Privately owned or privately rented property in England

What to Expect During Installation

Loft insulation is one of the least disruptive home improvements:

  1. Assessment — An assessor checks your loft space, measures existing insulation, and confirms the work needed (30–60 minutes).
  2. Installation — Mineral wool rolls are laid between and over the joists to reach 270mm. A standard loft takes 1–2 hours.
  3. Access hatch — The installer insulates the loft hatch too, which is a common source of heat loss.
  4. Updated EPC — After installation, you can get a new EPC certificate showing the improvement.

You don't need to clear your loft completely, but moving items away from the hatch area helps. The installer works from the hatch — there's usually no need for scaffolding.

When Loft Insulation Isn't Suitable

Loft insulation isn't right for every home. You may not be suitable if:

  • Flat roof — Different insulation methods are needed for flat roofs
  • Converted loft — If your loft is a living space, you need rafter insulation instead
  • Damp or roof damage — Any leaks or damp issues must be fixed before insulating
  • Already at 270mm — If your loft insulation is already at the recommended depth, you won't qualify for more

If loft insulation isn't suitable, you may still qualify for other measures like cavity wall insulation, solid wall insulation, or heating upgrades through the same schemes.

Can I get free loft insulation if I'm not on benefits?

Yes. The Warm Homes Local Grant accepts households with income below £36,000, regardless of benefits. Your council can also refer you under ECO4 LA Flex if you're on a low income or have a health vulnerability.

My loft already has some insulation. Can I still get more?
